Order Notifications Set Up by Each User

This would remove internal staff from the notifications screen that appears when making changes to an order. Instead of having to select who gets notified, users that elected to receive notifications will be notified (status change, notes, discount, etc.). When leaving a note, user can still choose to notify customer or keep it private.
